The Droid Eris is practically free now. The Motorola Droid and Droid Incredible used to be $200 with new contract, however, they are probably cheaper now. I have the Droid Incredible and I love it. The Eris is a little outdated but, if it's for your kid, who cares?
Any of them will require $30/month for a data plan.
I would definitely make sure it has the Android operating system. If you get him a Blackberry, he's just going to complain that his friends all have iPhones.
Touchscreen smart phone from Verizon under $150. Well, not much of options there, and you will be stuck on a 2 year contract. If you have VZW now, add $30 to your bill for data services. Most of your options will run on Android, but you will have the WebOS (avoid for now), and Windows Mobile 6.5 (not easy). The Storm 2 has a touch screen, but it's not really a good one. I will only suggest this if you and your family goes to other parts of the world.
LG Ally is the cheapest at $50 + 2 years. The Droid is a little block like and may not have the "Cool" factor, but does have a QWERTY landscape keyboard. If you're willing to go a little more, than Droid Incredible lives by it's name, and the Droid X will come to replace the previous Droid mentioned. These are not available online.
