Why are smartphone programs called apps?

Why is a program for a smartphone called an app, while we still call it a program on any other kind of computer? It doesn't make sense. For example, why would we call Skype for Windows a program, while Skype for Android is an app? What's the difference? When did people start say "apps" anyway? Can anyone shed some light upon this?Why are smartphone programs called apps?
An Application is utilizing ones ideas and creativity. A Program is a script based object that has been put into a different use. The application further is in use of the program... example
