Why are smartphone programs called apps?

Why is a program for a smartphone called an app, while we still call it a program on any other kind of computer? It doesn't make sense. For example, why would we call Skype for Windows a program, while Skype for Android is an app? What's the difference? When did people start say "apps" anyway?
